That is what this is. Sealed waterproof construction, a strap system that stays put on broken roads, reflective elements for the night sections, and nothing else you are paying for and not using.
Saddle bags hang low, either side of the rear wheel, which keeps the weight near the bike centre of mass. A loaded bike with saddle bags handles better than the same load stacked high behind the seat. That is true whether you spend four thousand rupees or forty.

Questions riders ask
Countryman or Wanderlust saddle bags?
Countryman is the simpler, cheaper line. Waterproof and tough, without expandable panels or included dry bags. Wanderlust adds expandable capacity, multiple dry bags, YKK weather-sealed zips and a 1000D shell. If this is your first set of saddle bags, Countryman is the sensible start.
Do I need a pannier rail?
Not for the mount itself, straps are enough. You may want one for exhaust clearance or to stop the bags touching the rear wheel on a loaded bike.
Are they really waterproof?
The construction is sealed, so yes for rain and crossings. Unlike the Wanderlust bags, no separate dry bag is included, so for electronics we would still use a sealed pouch inside.
